GOAB wishes to supply the Insurance Reserve Fund

OKMULGEE, Oklahoma – A National Muscogee (Creek) Nation Business, Finance and Justice Meeting was held Jan. 20 via teleconference.

All laws passed are subject to full board approval at the January 29 quarterly session.

BFJ discussed the following legislation, the interpretation of which is attributed to the wording of the bills:

TR 22-008 Authorize the Gaming Operations Authority Board to deposit additional funds into the MCNC Insurance Reserve Fund. Rep. Patrick Freeman sponsored the legislation, which passed 4-0.

MCN Casinos closed due to the pandemic in 2020 resulting in loss of fund generation. Prior to the pandemic, the River Spirit Casino experienced a flood causing $28.2 million in damages. Insurance only covered 13.6 million.

Insurance renewals increased over 200% over the previous year’s renewal and cost $2,719,629.00 more than last year’s premium.

According to the Corps of Engineers, flooding is likely to occur within the next ten years as river flows increase.

GOAB wants to fund the insurance reserve fund with $7.5 million in preparation for future natural disasters.

TR 22-009 Authorize the Principal Chief to sign a security agreement between MCN and the US Department of Health and Human Services Office of Child Support Enforcement for Children and Families. Representative Sandra Golden sponsored the legislation, which passed 4-0.

The MCN Office of Child Support Enforcement seeks to support the efforts of the U.S. Department of Health and Human Services’ Office of Child Support Enforcement for children and families to ensure the safety Federal Parent Locator Service systems that transmit, store and process FPLS information and confidential child information. Support program information.

The security agreement affirms confidentiality and security of information and complies with all listed management, operational and technical controls.

TR 22-010 Authorize the Principal Chief to submit an application for a United States Department of Treasury Small Business Credit Initiative Grant for the benefit of the CMN Department of Commerce. Representative Golden sponsored the legislation, which passed 4-0.

The Nation has been notified of the availability of United States Department of Treasury grants for the State Small Business Crest Initiative. The Nation needs this funding for small businesses and investment programs. Current budget controls within the executive branch would be applied to the MCN Department’s Small Business Credit Initiative grant.

Grant funds in the amount of $18,971,288 will provide funding for small businesses and investment programs.

ANC 22-004 Authorize the acceptance and expenditure of grant funds from the Office of Justice Smart Prosecution-Innovative Prosecution Solutions Programs benefiting the Office of the Attorney General. Rep. Mark Randolph sponsored the legislation, which passed 4-0.

The CMN Office of the Attorney General receives grant funds from the Office of Justice Programs of the US Department of Justice in the amount of $183,864. This law will accept and spend those funds.

Acting Attorney General Kyle Haskins says the grant will allow staff in the attorney general’s office to receive training, support and resources.

ANC 22-005 Authorize expenditures from the 2021 JAG-LLE grant from the Board of District Attorneys to benefit the MCN Lighthorse Police Department. Rep. Mark Randolph sponsored the legislation, which passed 4-0.

The grant funds in the amount of $9,038 will be used to purchase five Microsoft Surface Pros, five UAG Rugged Cases, and five Microsoft Surface Pro X keyboards with trackpads.

In other matters, the committee addressed issues regarding GOAB, Muscogee Nation Business Enterprise, Muscogee International, LLC and One Fire Holding Company, LLC in an executive session that was proposed by Representative Randall Hicks.
